one of the reasons people aren't moving back to new orleans in droves is because there are literally better job opportunities for them elsewhere. a lot of people - yes, black people, but also whites and etc - were so poor they couldn't afford to move *away*. but when the hurricane came, they were evacuated to new cities where they could find jobs in their areas. why move back to a city that *isn't* back on it's feet, and never was particularly well-endowed with job ops in the first place, when you're doing better somewhere else?

btw, thanks for the help this week - you've been a good grounding for me. :-p
